Quarantine: If your software has to send it to C:/Program files/Quarantine go and disable the recycle bin by right clicking then going to properties and selecting do not send items to recycle bin. Then delete it from quarantine while it's in Quarantine it cannot function.

If worse comes to worse you may have a nice and fun trip to Windows Registry to see if you can delete it there. If that does not work you will have to go to the farthest extent and format your computer.
